Quick answer: A key shell is usually an empty case and blade housing: you transfer the existing circuit board, transponder chip and sometimes the blade. A complete remote includes electronics and may require blade cutting, remote programming and immobiliser coding by a qualified automotive locksmith.
Read the product description carefully. “Shell”, “case” or “blank” normally means electronics are not included. “Complete remote key” should explicitly identify the circuit board, transponder, frequency and compatible vehicles.

Why the transponder matters
The immobiliser transponder authorises the engine to start and can be a separate small chip. If it is left in the old case or damaged, the remote buttons may work while the engine will not start. Work over a clear surface and seek a locksmith when uncertain.
